It's spreadsheets, permit applications, location recce reports, calls with state liaison officers, and the kind of logistical arithmetic that separates a production manager who delivers from one who doesn't. We've been in those rooms. We've pulled off shoots in temperatures that cracked camera housings and chased sunset windows across Rajasthan in a sweltering June. This guide is what we wish someone had handed us at the beginning.

Sometimes the story demands a location you can't find, can't afford to travel to, or can't control once you get there. That's when a film city or major studio earns its place in your budget.
Film City Mumbai (Goregaon)
Maharashtra Film, Stage and Cultural Development Corporation's Film City is the most storied studio campus in the country — roughly 520 acres of outdoor sets, permanent studio buildings, dubbing theatres, and back-lot streets that have doubled for Delhi, Kolkata, London, and ancient Persia depending on the art department's ambition.
Permit process: Applications go through the MFSCDC administration. Production companies need a shoot permission letter, GST registration, and a formal application to the corporation. Government productions get preferential rates. Private productions negotiate directly. Allow 7-10 days minimum for stage booking confirmation.
Market estimate costs: Outdoor location sets run anywhere from Rs. 30,000 to Rs. 2,00,000 per day depending on the specific set and exclusivity requirements. Sound stages vary by size. Factor in separate charges for power, generator standby, and security.
Best for: Elaborate set builds on top of existing infrastructure, OTT series needing consistent indoor-outdoor continuity, productions that can't afford location travel days.
Famous productions: Taarak Mehta Ka Ooltah Chashmah (perpetually), Don, Agneepath, and hundreds of Hindi film song sequences. If it has a stylised non-descript street scene, it was probably Film City.
Local crew: Mumbai crew is the most experienced and most expensive in the country. IFTDA-registered crew, FWICE-affiliated technicians. Dense talent pool. Downside — rates are non-negotiable at peak, and top crew is pre-committed months out during October to March.
Ramoji Film City, Hyderabad
The world's largest integrated film studio complex, certified by the Guinness World Records, spread across 1,666 acres in Hyderabad's eastern outskirts. This is not just a studio — it's a full production infrastructure city. Hospitals, hotels, helipad, airports set, European street, Japanese garden, and enough permanent standing sets that production designers have been known to build entire films here without leaving the gates.
Permit process: Ramoji Group has a dedicated film production division. Inquiries go through their corporate office. A full production company agreement is required. They offer packages — single-day, multi-day, full-project tie-ups. Turnaround can be as fast as 48-72 hours for pre-planned shoots.
Market estimate costs: Day rates for outdoor sections from Rs. 50,000 upward. Stage bookings range from Rs. 1,50,000 to Rs. 5,00,000+ per day depending on the stage. Full production packages are negotiated with rebates for longer bookings.
Best for: Period films, fantasy sequences, multi-city story-worlds that can be built in one campus, Telugu and pan-Indian productions.
Famous productions: Bahubali (extensively), Magadheera, RRR (several large-scale set builds), and dozens of Telugu blockbusters.
Local crew: Hyderabad has a mature and growing crew base post the Bahubali and RRR era. Strong VFX and technical crews alongside traditional departments.
AVM Studios, Chennai
Established in 1934, AVM Studios is Tamil cinema's institutional anchor. The campus on Vadapalani has multiple stages, a well-established dubbing infrastructure, and the kind of institutional memory that only comes from nine decades of continuous production.
Permit process: Direct inquiry to AVM Productions management. Long-standing industry relationships often smooth the process. Outside production companies need a formal tie-up agreement. During busy Tamil film calendar periods, stages book out fast.
Market estimate costs: Stage rates approximately Rs. 50,000 to Rs. 1,00,000 per day. Less expensive than Mumbai or Hyderabad equivalents.
Best for: Tamil productions, south Indian co-productions, multilingual projects.
Famous productions: Chandralekha, Parasakthi, Dasavathaaram, and much of Tamil cinema's golden catalogue.
Local crew: Chennai has excellent technical crew, particularly in art direction, where Tamil cinema has always punched above its weight.
ND Studios, Karjat
Two hours from Mumbai and a world apart in what it offers — ND Studios in Karjat is the go-to for elaborate period reconstructions and large-scale exterior set builds. The 35-acre campus houses one of India's most sophisticated set-construction operations. The same team that built the Peshwa-era Pune for Bajirao Mastani and reconstructed ancient Lanka for Adipurush worked out of this facility.
Permit process: Studio permits go through ND Studios directly. Outdoor location permits within Karjat require Maharashtra district authority permissions. Lead time depends on set construction requirements.
Market estimate costs: Stage rates comparable to Film City Mumbai. Budget planning here requires a direct conversation with their production team — set build costs vary enormously.
Best for: Period epics, mythology, any production needing custom-built exterior environments within driving distance of Mumbai's talent pool.
Famous productions: Bajirao Mastani, Prem Ratan Dhan Payo, Thugs of Hindostan, Adipurush.
Local crew: Karjat is close enough to Mumbai (about 90 minutes) to pull crew from the Mumbai pool for key departments.
Part 2: Heritage and Period Locations
India's built heritage is a production designer's fantasy. The challenge is access, not quality.
Rajasthan — Jaisalmer, Jodhpur, Jaipur, Udaipur
Rajasthan is the gold standard for period films on the Indian subcontinent. Mehrangarh Fort in Jodhpur, Jaisalmer Fort (a living fort — people still reside inside), Amber Fort in Jaipur, and the lake palaces of Udaipur collectively represent the most-filmed heritage landscape in the country.
Permit process: Through the Archaeological Survey of India (ASI) for centrally protected monuments, and the Rajasthan Film Development Corporation (RFDC) for state-level single-window clearance. Best season: October to February. Summers are punishing — Jaisalmer hits 48°C. Monsoons complicate logistics but create spectacular cloud drama for certain visual styles.
State film policy: Rajasthan offers subsidies and single-window clearance through RFDC. Productions bringing substantial crew to the state can access facilitation support; verify current subsidy terms directly with RFDC.
Famous productions: Jodhaa Akbar (Mehrangarh), Padmaavat (Chittor, Jaisalmer, Amer), Ram-Leela (Jaisalmer), Bajrangi Bhaijaan, Dil Dhadakne Do (Udaipur).
Local crew: Rajasthan has a strong location management and junior artist infrastructure built around film production tourism. State-specific fixers are essential and well-networked. For large productions, bring key crew from Mumbai and supplement locally for production assistants and crowd management.
Lucknow — Nawabi Architecture on a Budget
Lucknow is criminally underused by Hindi productions and wildly useful for anyone shooting anything with Mughal, colonial, or nawabi visual references. The Bara Imambara, Chota Imambara, Rumi Darwaza, and the colonial-era Residency ruins offer a tonal range that Rajasthan's fort-heavy landscape simply cannot.
Permit process: UP Film Development Council (UPFDC) is your entry point. Uttar Pradesh has been actively courting productions — permits are moving faster than they were five years ago. ASI processes for protected sites still require standard lead times.
Market estimate costs: Location fees are generally lower than Rajasthan equivalents. Approximately Rs. 10,000 to Rs. 40,000 per day for most heritage sites, plus standard government fees.
Best season: October to March. Avoid May-June heat and July-August floods.
State film policy: UP has one of India's more aggressive film subsidy programs. Market estimates indicate cash subsidies of up to Rs. 2 crore for large productions shooting substantially in UP. Verify current terms with UPFDC.
Famous productions: Dedh Ishqiya, Gulabo Sitabo, Lucknow Central, several period OTT series.
Mysore Palace, Karnataka
The most photographed palace in India after the Taj Mahal. Mysore Palace offers extraordinary interiors, durbar halls, and garden exteriors. It is both ASI-protected and administered by the Mysore Palace Board.
Permit process: Mysore Palace Board administers permits. Plan for a minimum of 30 to 45 days. Shooting inside the palace has specific rules about equipment weight, lighting rigs, and timing. Avoid the Dasara festival period (October) when permits are typically restricted and the palace is decorated.
Best season: September to February.
Famous productions: The palace has appeared in Tamil, Kannada, and Telugu productions across multiple decades, and in several major ad campaigns.
Pondicherry (Puducherry)
The French Quarter of Pondicherry — with its mustard-yellow colonial buildings, bougainvillea-draped promenades, and the stillness of the Auroville interior — is genuinely unlike anywhere else in India. It photographs like the south of France. The visual contrast between the French Quarter and the Tamil Quarter, separated by a canal, is dramatic enough to write into your screenplay.
Permit process: Local municipal authority and, for coastal areas, Coastal Regulation Zone (CRZ) permissions. Pondicherry has no dedicated film permit window — expect some navigation, but the scale of the city keeps it manageable. Generally faster than Rajasthan for non-heritage private street shooting.
Best season: November to February. Monsoon (July to September) brings cyclone risk but can produce extraordinary light.
Famous productions: Life of Pi (internal sequences), Ponniyin Selvan (partial), extensive OTT content.
Part 3: Urban Locations — The City as Character
Mumbai — Marine Drive, Bandra, Dharavi
Mumbai is both the easiest and the hardest city in India to shoot in. Easiest because the city has been filmed so many times that location owners, traffic police, and the general public are habituated to production. Hardest because every inch of premium exterior costs money and everyone knows it.
Marine Drive is one of the most-filmed urban stretches in Asia — the 3.6-km seafront promenade with its art deco backdrop is instantly recognisable as Mumbai in the global film imagination. Bandra's Carter Road, the Mount Mary steps, and the suburb's Catholic village lanes offer texture that Lower Parel doesn't. Dharavi — misrepresented endlessly by lazy filmmakers — contains some of the most architecturally layered urban geography in the country.
Permit process: Brihanmumbai Municipal Corporation (BMC) for road and public space permits. Police Commissioner's office for traffic-affecting shoots. Dharavi requires community liaison and Slum Rehabilitation Authority coordination.
Market estimate costs: High-profile Marine Drive shoots with police barricading can reach Rs. 1 lakh to Rs. 5 lakhs per day in total permissions and logistics. Private rooftop and interior locations in Bandra run Rs. 25,000 to Rs. 1,00,000 per day depending on the property.
Best season: October to February for comfortable exteriors. Monsoon shooting (June to September) is visually beautiful but adds logistics complexity and CRZ restrictions on coastal areas.
Famous productions: Wake Up Sid, Dev D, Kaala, Dhobi Ghat, and effectively every Mumbai-set story in Hindi cinema history.
Delhi — Connaught Place, Lutyens' Delhi, Old Delhi
Delhi gives you three distinct visual worlds within 15 km of each other. Lutyens' Delhi (India Gate, Parliament Street) is controlled by NDMC and requires significant advance coordination. Old Delhi (Chandni Chowk, Jama Masjid lanes, haveli interiors) is logistically complex but visually irreplaceable. Connaught Place's circular colonnade photographs like no other commercial district in India — particularly at night.
Permit process: Delhi government film permit through DTTDC (Delhi Tourism and Transportation Development Corporation). North and South Delhi municipal permissions vary by zone. ASI for India Gate and protected monuments. The Red Zone (government buildings) requires Ministry of Information and Broadcasting involvement for non-news shoots.
Best season: October to March. Delhi's traffic is a genuine production risk — plan your schedule around peak-hour restrictions religiously.
Famous productions: Rang De Basanti (India Gate), Delhi 6 (Old Delhi), Tanu Weds Manu (Connaught Place), Highway.
Hyderabad HITEC City and Bangalore Tech Parks
India's answer to the cyberpunk aesthetic. HITEC City in Hyderabad and Electronic City and Whitefield in Bangalore give you glass towers, wide planned boulevards, and corporate campuses that read internationally. These work for tech industry dramas, spy thrillers, and corporate crime narratives.
Permit process: Primarily private property permissions from the respective IT parks. Telangana State Film Development Corporation (TSFDC) facilitates production permissions across the state. Both cities have active state film commissions.
State film policy (Telangana): Telangana has one of India's most active state-level film facilitation programs — single-window clearance, subsidies for productions shooting substantially in the state, and a dedicated industry liaison office.
Best season: Year-round. Both cities have mild, manageable climates relative to North India.
Part 4: Nature and Rural India — Where Landscapes Become Protagonists
Kashmir Valley and Ladakh
Kashmir is non-negotiable for certain visual categories — the shikara-dotted Dal Lake, the Mughal gardens, the pine-heavy hillsides of Pahalgam and Gulmarg, and the stark lunar desolation of Ladakh's Pangong Tso. These locations have powered some of Hindi cinema's most iconic frames.
Permit process: Multi-layered. Jammu and Kashmir: J&K Directorate of Information and Public Relations handles state-level film permits. Ladakh: Ladakh Autonomous Hill Development Council. Army-controlled areas (much of the border region) require Ministry of Defence clearance — start this 60 to 90 days before your shoot date. Pangong Tso requires Inner Line Permits for non-residents.
Market estimate costs: Base location permits are relatively modest. The real cost is logistics — crew accommodation in Leh, equipment transport to altitude, oxygen supplements for crew, medical standby, and a contingency buffer for weather cancellations.
Best season: Kashmir valley: April to June and September to October. Ladakh: June to mid-September only. The road from Manali (Rohtang Pass) closes by November; Pangong Tso freezes.
Altitude consideration: Ladakh sits at 3,500m+. Build two to three acclimatisation days into your schedule before heavy physical work. Camera batteries drain faster at altitude. Certain equipment lubricants fail in sub-zero temperatures. This is not the shoot to skip a production meeting.
Famous productions: Jab Tak Hai Jaan (Kashmir), Highway, 3 Idiots (Pangong Tso), Ek Tha Tiger, Kashmir Ki Kali.
Local crew: Srinagar has a small but growing local crew pool. Leh has even less. Plan to bring most crew from Delhi or Mumbai.
Spiti Valley, Himachal Pradesh
India's hidden gem for productions wanting extreme landscapes without Kashmir's permitting complexity. Spiti is a cold desert valley at 3,500 to 4,500 metres with ancient Buddhist monasteries perched on impossibly steep cliffs. Key Monastery, Kaza, and the Moon Lake photograph unlike anything else in India — and the visual vocabulary is distinct enough from Ladakh to feel genuinely fresh on screen.
Permit process: Himachal Pradesh Tourism and local administration. For areas near the Chinese border, Inner Line Permits through the Sub-Divisional Magistrate. The road from Manali is open June to October only. This is not a location you improvise.
Best season: June to September.
Practical note: Acclimatisation protocol for crew is not optional at this altitude — it is a safety requirement.
Goa, Munnar, and Coorg
Three flavours of India's lush, green, accessible nature shooting. Goa's paddy fields and old Portuguese villages (inland, not just the coastline) have been underused relative to the beaches. Munnar's tea estates and misty ghats are extraordinary for romance and drama. Coorg's coffee plantations and waterfall-dense forests are a location manager's wish list in one district.
Permit process: Goa Film Commission handles state-level facilitation. Kerala Film Industry Development Corporation (FIDC) covers Munnar. Karnataka's state tourism office coordinates Coorg shoots. All three states are relatively producer-friendly on permits.
Best season: Post-monsoon (October to March) for all three. Goa's peak tourist season (December to January) adds location cost and crowd management complexity.
Famous productions: Dil Chahta Hai (Goa), Jism 2 (Goa and Munnar), Aashiqui 2 (Munnar, partial).
Rann of Kutch
The White Rann is India's most otherworldly landscape — an infinite salt flat that stretches to the horizon, white and flat and completely surreal. The full moon over the Rann is a visual that no VFX department can replicate cheaply. The Black Rann (Little Rann of Kutch) adds wild ass sanctuary terrain to the mix.
Permit process: Gujarat state permissions through the District Collectorate (Kutch). The Rann Utsav festival season (November to February) coincides with the best shooting window but creates logistical competition for accommodation and access.
Best season: November to February. Pre-monsoon (April to May) is possible but the heat is extreme. The monsoon floods the Rann entirely.
Famous productions: Lagaan (portions), Kai Po Che, several Gujarati productions and major advertising campaigns.
Part 5: Beach and Coastal Locations
India has 7,517 km of coastline. The useful shooting windows are narrower than you would think because of CRZ regulations and monsoon seasons, but the range is extraordinary.
Goa Coastline
Beyond the paddy fields, Goa's beach locations — particularly the quieter northern stretches (Morjim, Ashwem, Mandrem) and the dramatic laterite rock formations of the south — are genuinely world-class shooting environments.
Best season: November to February. The monsoon is visually spectacular but CRZ restrictions tighten significantly.
Famous productions: Dil Chahta Hai, Singham, Kaminey, Ek Main Aur Ekk Tu.
Pondicherry Promenade and Vizag
Pondicherry's Promenade Beach offers a specific visual type — the French colonial seafront boulevard is unique in India. Visakhapatnam (Vizag) offers diverse coastal options including Rushikonda Beach, Bheemunipatnam's historic coastline, and the fishing harbour. Andhra Pradesh's active film production incentives make Vizag increasingly attractive for Telugu and pan-Indian productions. Strong local Telugu crew base.
Kochi Backwaters and Alibaug
Fort Kochi's Chinese fishing nets, Dutch and Portuguese architecture, and spice-trading history visible in the streetscape are genuinely singular. The backwater networks of Alleppey and Kumarakom extend that into something altogether different. Kerala Tourism has a well-organised permit process.
Alibaug, just 90 minutes from Mumbai by ferry, gives you clean beaches and colonial-era fort ruins (Janjira, Murud) without leaving Maharashtra's production infrastructure umbrella. Maharashtra coastal permits and CRZ clearance required.
Best season across all coasts: November to March. East coast cyclone risk in October to November. West coast monsoon June to September.
Part 6: Mountain Locations
Manali and Shimla, Himachal Pradesh
Manali has been Bollywood's default snow location for 30 years — which means it is efficient but rarely surprising. Rohtang Pass delivers dramatic snow scenery accessible from Manali. Shimla's colonial hill-station architecture — the Mall Road, Viceregal Lodge, Christ Church — is a period drama resource that has been significantly underused.
Permit process: Himachal Pradesh Tourism and state government. Rohtang Pass has NGT-mandated vehicle restrictions — coordinate with local fixers who know the daily permit quotas.
Best season: Snow shoots — December to February for Manali (if roads permit). General shoots — April to June and September to October.
Famous productions: Jab We Met (Shimla railway station), Yeh Dillagi, Dil Hai Tumhara, Roja (partial).
Darjeeling
The Darjeeling Himalayan Railway (a UNESCO World Heritage toy train), the tea garden panoramas, and the dramatic Kanchenjunga backdrop make Darjeeling cinematically productive for certain genres. It is notably less saturated with film crews than Manali, which gives it a fresher quality on screen.
Permit process: West Bengal Tourism and, for the toy train, Northeast Frontier Railway. The NFR requires written applications and operates with its own restrictions on passenger disruption.
Best season: March to May and October to November.
Famous productions: Barfi! (extensively), and a significant catalogue of Bengali productions.
Ooty and Kodaikanal, Tamil Nadu
The Nilgiris' rolling tea gardens, Ooty Lake, and the Nilgiri Mountain Railway make Ooty Tamil and Telugu cinema's mountain default. Kodaikanal adds Nilgiri pine forests and a cooler, more dramatic visual register. Both are logistically close to Chennai and Bangalore's production infrastructure.
Permit process: Tamil Nadu Tourism, Nilgiri District Administration, and Southern Railway for the mountain railway.
Best season: March to May. Monsoon (June to September) brings heavy rain. Winter (December to January) is cold but clear.
Famous productions: Roja, Kushi, Gentleman, and a significant share of Tamil cinema's romantic song sequences across four decades.
Part 7: State Film Policies and Subsidies — The Money Map
This is money left on the table by too many productions. Several Indian states are actively competing for production investment.
Rajasthan: Heritage location facilitation, reduced government fees for productions meeting local crew employment thresholds. Verify current subsidy terms with RFDC.
Uttar Pradesh: Cash subsidy program for productions shooting substantially in UP (market estimate: up to Rs. 2 crore). UPFDC single-window clearance. The state has been aggressively marketing to OTT productions.
Uttarakhand: Uttarakhand Film Development Council offers facilitation for Himalayan location shoots. Single-window clearance for multiple location types.
Telangana: TSFDC subsidy program, single-window clearance, active marketing to pan-Indian and international productions. Hyderabad's existing production infrastructure makes this the most complete state package in the country.
Goa: Goa Film Commission offers facilitation and moderate incentives for productions using significant local talent and crew.
Kerala: Kerala Tourism has grants and co-production support for films substantially shot in the state.
Gujarat: Dedicated film policy with incentives tied to production spend and local crew employment percentages.
The calculus is straightforward: if you are already spending more than Rs. 2 to 3 crore in a state, the paperwork investment to apply for available incentives almost always returns value. Get a line producer with state-specific policy experience on those shoots. The subsidies don't chase you — you have to know they exist.
Important: Subsidy programs change. Always verify current terms directly with the respective state film development corporation before building incentives into your budget.
Part 8: International Locations Popular with Indian Productions
Dubai, UAE
The most India-friendly international shooting destination by a wide margin. Dubai Film Commission has a streamlined permit process (often 5-7 business days for standard requests), Hindi-speaking support staff, a large Indian diaspora population for local extras, and no production income tax. The Desert Conservation Reserve, Dubai Frame surrounds, Burj Khalifa vicinity, and the creek areas appear regularly in Indian productions.
Market estimate costs: Location permits run approximately AED 500 to AED 3,000 per location per day.
London, UK
The baseline for Indian productions shooting in Europe — established Indian crew community, familiar logistics, minimal permit surprises. Expensive, but the British Film Commission is experienced with Indian production companies and the UK's 25% production rebate for qualifying spends changes the arithmetic significantly.
Bangkok and Thailand
Long a favourite for action sequences and romance. Bangkok's hyperkinetic street energy, Phuket's beaches, and Chiang Mai's temples appear regularly in Indian productions. The Thailand Film Office has an established facilitation process and reasonable costs.
Georgia (Tbilisi and Kazbegi)
The rising cost-effective European aesthetic alternative. Tbilisi's medieval old city and the Caucasus mountain terrain have appeared as stand-ins for Europe, Central Asia, and Afghanistan in recent productions. KGF Chapter 2 used Georgia extensively. Production costs run roughly 40 to 60% of equivalent UK shoots, and the Georgian Film Commission is actively courting Indian productions with cash rebate incentives.
The Permit Process Nobody Explains Clearly
For any location in India, the permit chain typically involves:
- Identify the controlling authority — ASI (central monument), State Archaeology Department (state monument), Municipal Corporation (city public spaces), Forest Department (national parks and reserve forests), District Collector's office (general rural areas), Railway Board (all railway property).
- Submit a formal application with production company letterhead, shoot purpose, dates, crew count, equipment list, insurance certificate, and often a script excerpt or storyboard showing how the location will be represented.
- Obtain a Police NOC — almost universally required for public locations involving more than 10 to 15 people and any equipment vehicles parked on public roads.
- Pay the applicable fees and obtain written permission before any equipment touches the location. Shooting without permits at heritage sites carries penalties and risks a permanent blacklist with that authority.
- Hire a local fixer — for any shoot outside your home base, a trusted fixer who knows the district officers is worth every rupee. They also know who to call at 6 AM when something changes on the day.
The Local Crew Question
Every location section in this guide touches on crew availability because this is the question that actually determines your production cost in a location.
The rule is simple: the further you get from Mumbai, Hyderabad, and Chennai, the more you need to plan your crew transport and accommodation. In Rajasthan's smaller cities, in Spiti, in Darjeeling — you cannot assume a full department head lineup will be available locally.
